Maine Lottery and the Gambling Industry


Despite the fact that gambling is legal in Maine, there is no internet lottery and the state has opted against online poker and sports betting. There are two casinos in the state: The Oxford Casino in downtown Portland and the Hollywood Casino in Bangor. The other forms of gambling in Maine are off track betting, bingo, and horse racing. The majority of legal gambling in the state is tied to the two brick and mortar casinos, however.

The Oregon Lottery licenses more than 12,000 video slot machines and poker machines. The state’s second biggest revenue raiser is casino-style gambling. The gaming industry is expanding rapidly. The restaurant industry is also booming. In fact, restaurants are growing faster than inflation. Moreover, the proximity to gambling makes it harder for problem gamblers to quit. The gambling industry is a relatively new one in the state, only 16 years old.

The Oregon Lottery is a unique partnership with retailers, who are licensed to operate the games. This arrangement has proven lucrative for the state. The lottery receives a percentage of the money that the retailers make from their slots and other games. The retailers get a share of the losses, as well. The retail outlets are allowed to set up gambling terminals in bars, taverns, and family restaurants. The retailer is required to report the revenue the lottery generates from the terminals. In 2006, the Oregon lottery took the first step towards allowing games to be played on the internet. In the future, the lottery will consider other factors before determining whether or not a retailer is a “dominant use.”

The National Gambling Impact Study Commission came down hard on the Oregon Lottery business model. Its advice was that the lottery should expand its video slot machine operation to more retailers. The lottery responded by adding more video slot machines to more stores. They then approved video games with jackpots of up to $10,000. It also increased the number of machines that could be operated in a single store. In addition to expanding its business, the lottery earned a lot of attention from the federal government.

The lottery does a poor job enforcing its rules. The lottery is loath to take action against retailers, because they are the ones who report the revenue. In fact, in the 2000 audit, only a handful of retailers had their licenses revoked. These retailers received $75,000 in commissions. There were some cases where the lottery reprimanded the retailers for violating the rules.

The lottery is in compliance with federal law. But the lottery has been slow to enforce rules, especially those regarding gambling. It is not difficult for a gambler to win big on a slot machine, but the probability of losing is much higher. The odds of winning a jackpot are independent of the other games the player plays. The high multiplier levels in many of the slots promise super-sized paydays.
